There would be a renegotiation between the buyer and seller. Buyer would have to bring an extra down payment or the seller would have to reduce the transaction price to make it work.

In this case my buyer has agreed (on offer contract) to pay the full outstanding amount of appraisal if the property gets apprised below their offer.

Forgot to mention that sometimes, buyers agreed to pay over appraised value as part of the verbiage in the contract. Those are great terms brother!
